Describe the bug
the user cannot be granted forum access

To Reproduce
Steps to reproduce the behavior:

  1. Go to Users
  2. Click on a user
  3. Can access Forum ✅
  4. hit Save
  5. visit page again, note that the change was not saved

affecting customer, Nikean.org:

cannot.give.forum.access.mov
