Reworked construction obstacle highlighting and handling (for both games now)

• Now it possible to temporarily toggle destruction of obstacles in-game while holding a special key (default is F).
• New toggle destruction tooltips added.
• Now allows to place new base module regardless of destruction setting.
• Now construction obstacles turns transparent instead of red after placing a base module if obstacle destruction enabled,
  • also turns other destroyable overlapping objects transparent.
• Added new config param to set construction obstacle transparency amount in mod options tab.

Please Note: Resets configs!!! Default config option for destroying construction obstacles for Below Zero has changed. It's now by default disabled!!! It's now recommended to keep it disabled to avoid accidental unwanted deletion of objects.
