feat(presets): add kotlinx.coroutines monorepo #31412

Changes

Add https://github.com/Kotlin/kotlinx.coroutines to a collection of monorepo, so that PRs created for packages published from it are merged.

Context

Changes like typesafegithub/github-workflows-kt@f649d84 and typesafegithub/github-workflows-kt@c0ce2e6 should be made together.
