refactor: migrate traverse to neotraverse #30573

Changes

Removed traverse & @types/traverse in favor of neotraverse. https://github.com/PuruVJ/neotraverse

pnpm run test worked unless for a git test, i don't think its related to this change (my bad if it is)

Context

As part of the ongoing ecosystem cleanup, we are migrating various projects to use lighter/faster packages.

In this case, moving from traverse to neotraverse.
