There used to be automatization that marked issues as stale and then automatically closed them as rotten.
It looks like this is not working anymore. We should fix it.

@ritudes A few clarifications upon a quick chat with @kadel:

The configuration of the bot should normally be somewhere in the openshift/release repo; we probably need to enable/configure the lifecycle Prow plugin (see https://github.com/openshift/release/blob/master/core-services/prow/02_config/redhat-developer/odo/_pluginconfig.yaml).
If it is too complex to find out and manage, a better (and simpler) approach we can consider is to leverage the official close-stale-issues GitHub Action: https://github.com/marketplace/actions/close-stale-issues
