Describe the bug
Following investigations in #5090 it's been noted that the Insights app is making duplicate calls to the powerbi service GET /installaedReports endpoint.

To Reproduce
Steps to reproduce the behaviour eg:

  1. Open Developer Tools
  2. Log into the Insights app using the sales login
  3. Observe that two (or sometimes more) requests are made to GET /installedReports. This seems to increase load time for the UI

Expected behaviour
To only make a single call to the aforementioned endpoint
