The "CS2 Modding Instructions.pdf" document contains very detailed step-by-step instructions for creating a Cities: Skylines II (CS2) code modification. The purpose and use of the code and project files in this repository are explained in the document.
The odt document is simply the source for the pdf document. They will always have the same content.
