Why are these changes needed?
Kubernetes release tests currently have to be run manually by setting up access to a K8s cluster and executing a script.
This PR adds back the directory with test scripts, adds some clarifications to the test instructions, adds the relevant items to the release guide and checklist.
Until these tests are automated, I'll probably be running them myself each release.
For Ray 1.7.0, I've confirmed that the tests pass. This PR isn't a release blocker.
