add nx-cugraph to nightly pipeline #63

In the 24.12 release, nx-cugraph moved out of https://github.com/rapidsai/cugraph and into its own repo: https://github.com/rapidsai/nx-cugraph

This proposes triggering nightly builds and tests for that repo.

Development of `wholegraph`, `cugraph-dgl`, and `cugraph-pyg` is moving
to https://github.com/rapidsai/cugraph-gnn.

This updates the nightly pipeline to reflect that:

* removes triggers for https://github.com/rapidsai/wholegraph
* adds triggers for https://github.com/rapidsai/cugraph-gnn
* also fixes a small dependency mistake from #63
