I'm guessing you're aware, but we depend on RMM and cuDF for testing, thus I believe we'll need rapidsai/rmm#1330 and rapidsai/cudf#14112 to be merged in first. |

@pentschev Thanks for the reminder -- this PR is just to test builds on CUDA 12 + ARM for now. No action needed yet! |

This PR builds conda packages using CUDA 12 on ARM.
This work is targeting 23.12. Closes #989.
