Currently only x86_64 environment files are written to conda/environments and while it's only a small change to get this working on aarch64, we should do this so that developers don't have to do it on their own.

cc @wphicks, this should be a welcome change. I just recently went through the build process with aarch64 myself and, while I was able to figure out how to make the current files work, it was not the ideal process. 

Closes #1913
