Closes #290

The instructions we had previously for installing RAPIDS into Vertex AI Workbench Managed Notebooks no longer work. Something must've changed on their end and importing the RAPIDS environment doesn't work.

This PR updates the instructions to use User-Managed Notebooks instead which give more control over the Python environments.
