Fix wheel build failures with Python 3.11 #1353

Description

Cuspatial is still failing to build wheels with Python 3.11. This PR fixes these build failures.

TODO: The PR currently doesn't do anything, for now it's just a CI run.

Glad we figured this out

Restarted builds on branch-24.04, which passed and produced binaries

Looks like this is working as well

As it looks like the problem is fixed and this PR doesn't include any changes, am going to close it out. Though happy to reopen if I missed something
