Fix debug build by splitting row_operator_tests_utilities.cu

Description

Splitting up row_operator_tests_utilities.cu works around a nvcc segfault when building with Debug.
The segfault is found to occur on at least 11.8 and 12.0.

Weird. Do we have a way to minimize this and file an nvbug?

Weird. Do we have a way to minimize this and file an nvbug?

I spent several hours on it and every time I reduced the code the segfault disappeared.
So it seems I would need to give them our whole repo to repro.
