Describe the bug
When there is a categorical column in the dataframe, csv writer is returning the code instead of the actual categorical data.

Steps/Code to reproduce bug

In[17]: import cudf
In[18]: import pandas as pd
In[19]: pdf = pd.DataFrame()
In[20]: pdf['a'] = pd.Series(['dsfdsfsdf','sdfsdfsdf','sdfsdfsdfs','sdfsdfsdf'], dtype='category')
In[21]: pdf
Out[21]: 
            a
0   dsfdsfsdf
1   sdfsdfsdf
2  sdfsdfsdfs
3   sdfsdfsdf
In[22]: pdf.to_csv()
Out[22]: ',a\n0,dsfdsfsdf\n1,sdfsdfsdf\n2,sdfsdfsdfs\n3,sdfsdfsdf\n'
In[23]: gdf = cudf.from_pandas(pdf)
In[24]: gdf.to_csv()
Out[24]: ',a\n0,0\n1,1\n2,2\n3,1\n'

Expected behavior
Categorical data should be returned instead of codes.

@galipremsagar I believe this is a feature request. Currently CSV reader and writer don't support categorical data, AFAIK.

As a stopgap from the Python side we could materialize the dictionary encoded column before writing the CSV.
