Also fixed test problem that was causing errors in R 4.2.
Problems Makevars.win:12: *** missing separator. Stop.

Remove setLongSize from .Pnony, so it would get executed each time. Also added, `rm config.h` to clean.
Instead of trying to dynamically modify the SIZEOF_LONG line, we will set it equal to the LONG_SIZE macro and add a -DLONG_SIZE= to the compiler flags.
Tried to change the isntalllib pathname to get this right.
Deleted references to ${R_PACKAGE_DIR}
PKG_LIBS = -L. ${INSTALL_LIB}/Netica.dll
PKG_LIBS = -L. -L${INSTALL_LIB} -lNetica
INSTALL_LIB = ${R_PACKAGE_DIR}/libs/x64
INSTALL_LIB = ${R_PACKAGE_DIR}/libs/i386
Also fixed argument inconsistency for RN_Write_Networks
