EOL for Rails < 5.2 and Ruby < 2.3.0 #2415

I think we should wait until end of life date reached. Lots of application still using Rails 4.2. |
It was reached a few months back when Rails 6.0.0 was released. |
Rails 5.0 and 5.1 were also EOL'd, for what it's worth. Also, we should probably add Ruby 2.7 to the CI test matrix? |
