Revive Podman Test Build workflow

• Podman config service_timeout=0 for test containers compatibility

In my trial runs (ex. https://github.com/ozangunalp/quarkus/actions/runs/7913255728/job/21600534973)
I still see 3 test ITs failing:

• Quarkus - Integration Tests - Container Image - Invoker FAILURE [03:16 min]
• Quarkus - Integration Tests - Hibernate Reactive - MySQL FAILURE [ 23.601 s]
• Quarkus - Integration Tests - Hibernate Reactive - MySQL - With Agroal and Flyway FAILURE [ 23.719 s]

I tried updating the mysql image to 8.3 but did not resolve the issue.
