Remove 'Security vulnerability detection' topic from downstream doc list #35819

The product process for reporting security vulnerabilities differs, therefore we will not be needing this topic downstream.
Removing from the YAML file so that our automated downstream import build no longer includes it.

@gsmet / @gastaldi - Please can one of you approve this change and backport to the 3.2 branch so that our automated pipeline observes the change. Thank you.
