Backport to 2.13: Align impsort settings across whole repo (for consistency with IDE settings)

Here's how I made this changeset:

• Filter the PR on Align impsort and formatting settings in bootstrap with main project #28150 to find just the XML changes (7 of them)
• Hand-apply them to the XML files in this branch. In one or two places I changed the order of elements for a smaller diff.
• Commit the XML
• Run the sort command and commit the Java changes

I'll squash my commits for the reasons @gsmet outlined (clean bisects), but I'm hoping doing it in two commits means they're both there somewhere in a reflog if we want to inspect them (although I guess we can also just filter in the github ui).
