Their tactics included frequent shake downs by Oil Barons-funded mercenaries, and the Oil Barons' ability to cut off the settlement's access to oil refining technology. As this pressure increased, the citizens of the settlement began to look to the Lone Star Republic for help, including a possible annexation.
