This PR is about updating fastembed to 0.5.0 to reduce the amount of traffic on qdrant's gcp
It required some more fixes rather than just updating fastembed to 0.5.0, since python3.8 has come to its end of life and some of the libraries like tokenizers were impossible to install (python3.8 ci tried to install tokenizers 0.21.0 and it does not support python3.8)
Netlify has also been broken due to python version
Some of mypy features do not work with numpy 2.0, so on so forth
