Feature request: Create record if it does not exist

1. What's the feature?

   Instead of simply updating a record, create it if it does not exist. Done for:

   • Cloudflare
   • Digital Ocean
   • Don Dominio - not possible, see Bug: Don Dominio simple-api.dondominio.net connection reset by peer #533 (comment)
   • Linode
   • OVH - api mode
   • Gandi
   • Strato
   • Porkbun
   • Azure
   • ChangeIP - not possible
   • Domeneshop
   • Loopia not possible see add Loopia #842 (comment)
   • Vultr
   • Netcup

2. Why do you need this feature?

   • Easier to manage your DNS without creating a record for each host.

Strato.de will set an A record at creation of a domain/subdomain. So there is no need to create one for Strato.de services.

I double-checked for Gandi and the record is created when it does not exist. For OVH I only checked when mode is "api"

+1 on this one! Cloudflare does not create new records (using Global Key), but it refreshes them if manually added on CF
