This resolves #154 where ARC Controller is terminating pods before
they are ready to accept jobs. This issue came up after we switched
ARC runner nodes from SPOT instances over to ON_DEMAND instances last
week in #123. We seem to be running into upstream issue
actions/actions-runner-controller#3450. The recommendation from there
seems to be to downgrade to 0.8.3 and wait for a 0.9.2 release before
upgrading back.
