This defines the Expand operator as mentioned in python/mypy#4441. This doesn't enforce that the subscript must be TypedDict nor enforce that it can only appear as the type of
**kwds(I assume this is to be done in mypy directly).Also I would like pointers for integration into mypy if possible.
