It seems that aarch64 is not eligible to the free partner queue (there was one for arm which was different from the AWS offer but this does not appear in the billing docs anymore). Edit: the Travis CI docs are not consistent for arm: https://docs.travis-ci.com/user/billing-overview/#partner-queue-solution vs https://www.travis-ci.com/pricing/ |

As mentioned in #2290, start reducing Travis-CI testing on x86_64.
With the 1 concurrent job plan, it should allow to get a faster status for Pull Requests.
