Here an exemplary Dockerfile and some instructions are provided, so the user can benefit from the images to set up their binder repositories.

I would suggest placing these files in the binder folder, as that is the typical folder for mybinder configurations. In addition this allows us to remove the Dockerfile at the root of the repository.
