This PR based on #967. In order to achieve it's goal, this PR also;
EXTRANEOUS_WHITESPACE_REGEXissue related toflake8which depends onpycodestyle.Addendum:
sh doesn't officially support python 3.9 yet but tests are OK so I keep this python version as well.
