Summary:
Increase the timeout window for completing file transfer for large files.
Motivation:
When uploading a cold package, the CLI currently times out while waiting for the file transfer to complete. This is because the brain only sends a response after it is finished writing the file to flash, which can take a long time (I have seen 6.6 second completion time). By scaling the timeout window with the upload file size, we can account for longer write times when uploading cold packages.
