Adding local backend to integration tests in #106 seems to have broken master build. But surprisingly all the actions workflows surrounding the workflow passed just fine. But started failing as of https://github.com/pulumi/pulumi-kubernetes-operator/actions/runs/462111164.
Running the integration tests locally does reproduce the problem consistently. Seems something went awry with the CI setup.

Things to do:

  1. Fix the integration tests to allow builds to work again
  2. Review and fix the GH Actions workflow to understand the reason for the delay in uncovering failure.
