This looks great to me. As this is a non-code change, and really non-style change, just removing GitHub Actions configs, for actions we don't even use anymore (Stalebot) and for actions with workflows that don't even work on Pulsar (Most CI was using the old Atom Test Runner), I'll go ahead and merge this one.

This removes unused files from the
.githubdirectories in thepackagesdirectory. The files are the.github/no-response.yml,.github/workflows/main.ymland.github/workflows/ci.yml. Bothmain.ymlandci.ymlwere CI configs.
