Some small fixes on the pulsar --package command:

Moved to be one of the first things to run. Previously, when running pulsar --package install the process would exit immediately if there was another Pulsar window opened, so this fixes this
Do not register a "global" help; move --help toggle to be after checking for --package, so now pulsar --package --help works
