alll of the restarts of dhcpd during an initial install cause sytemd to think it has failed.

Increased DHCP server restart delay.

This helps address #157

Systemd will only allow the service to restart 5 times in 10 seconds. A
two second delay between restarts should prevent that limit being hit.
