Update build timeouts from 15/20 minutes to 25/30 minutes. #8140

Problem

We are seeing build timeouts more frequently now, seeminglu on the 20min timeouts
It is unclear as to why - actual build times seem the same outside gihub, with some repo clones potentially being slow and maybe github infra being busy.

Change overview

Bump larger timeouts by 10 minutes. Kept old timeouts for smaller ones (2/4/10 minutes) which will keep bootstrap and some compiles considered fast.

This is considered a temporary measure to unblock requirement to click 'try again' since that button is restricted after we locked down branches.

Testing

Not directly tested as this is infra timeouts. Will be visible in build operation.

It seems some bootstraps were 15 minutes and my sed script bumped them to 25. I would rather keep as is for now and have a future pass that dials things down and makes them more consistent. Easier for me to say "script changed 20 to 30" than manually updating each.
