Update python requirements

Problem

Python requirements haven't been updated in a while, so versions are lagging (and may not be able to accommodate platform and/or python updates).

Change overview

Update them via pip-compile requirements.txt -o constraints.txt

Note that mbed-tools is not installable currently.
