[EFR32] MG24 support for random ble addressses

[mkardous-silabs]

Problem

MG24 did not support ble random addresses before the gsdk update and would crash during execution when using random addresses

Change overview

• GSDK update ([EFR32] Update gsdk to 4.1 #19778 ) which supports random addresses for mg24.
• Remove ifndef
