Add Door Lock management to all clusters app.

Problem

• When running DoorLock tests on the all clusters app in CI, the test fails due to no lock manager.
• Fixes "SetCredential" command showing failure response  #16607

Change overview

• Updates door lock to separate callback in separate file.

• Updates all clusters app to use the callbacks and manager from door lock.
