[pump-controller-app] Disable scenes cluster

Problem

Pump-controller-app has Scenes cluster enabled but all clusters used by Scenes like OnOff, LevelControl etc.
are disabled. This causes a build failure due to an unused static function.

Disable Scenes cluster in pump-controller-app.
