[Android] Fix optional encode/decode

Problem

• Java optional encode breaks for struct within optional since it doesn't check for empty, and just relies on setting nullptr.
• Java optional decode is not properly wrapping non-empty values inside java.util.Optional

Change overview

• Check if optional is empty in encode, if so don't recurse.
• Wrap value in Optional for decode
