[IDL]Make nonsubscribable as a special case in IDL generation.

Problem

In matter most things are subscribable (reportable in zap db it seems).
Special case the 'nonsubscribable' case, but leave the default as subscribable.

Change overview

Assume reportable by default, mark nonsubscribable if zap says not reportable.

Testing

ZAP gen, .matter idl files look good (we recently made everything reportable, so no nonsubscribable shows up)
