[chip-tool] Add report-event support to chip-tool

Problem

chip-tool does not have any command to report events

Change overview

• Add report-event command to chip-tool
• Update examples/chip-tool/templates/commands.zapt to generate report-event commands
• Update generated code

Testing

I have manually looked that event are beeing reported successfully against the all-clusters-app by doing:
