[Android] Prevent ByteArray and UtfString from being prematurely cleaned up

Problem

• In the decode_value template, chip::ByteArray and chip::UtfString are used inline, which causes their destructors to be called too soon.

Change overview

• Give chip::ByteArray and chip::UtfString instances names so they are only cleaned up after the method returns.
