TC-FAN-1.1

Problem:
As per Spec, ClusterRevision attribute value should be 3 but currently getting ClusterRevision value as 2 in SDK .

Expected behavior: ClusterRevision value as 4

Actual behavior : ClusterRevision value as 2

Steps to reproduce: 2

  1. Bring up the DUT with all-clusters-app.
  2. Pair the DUT using chip-tool through "onnetwork" transport.
  3. Run the command ./chip-tool fancontrol read cluster-revision 1 1
