Remove unused FindDestinationIDCandidate API (#17020)

- `FabricTable::FindDestinationIDCandidate` is declared, but used nowhere
  since the IPK refactor of #16737, and not implemented either. It is
  100% dead code.
- Remove stale `FindDestinationIDCandidate` API
