* Updated the OpState test 2.3 to test for pause and resume command complience when in the Stopped and Error states.

* Removed the RVC OpState test 2.2.

* Updated RVC OpState Test 2.3 according to the test plan changes.

* Added TC RVC OpState 2.4

* Restyled by autopep8

* Restyled by isort

* Fixed typos from code review
