[clusters] Implemented ThreadDiagnosticDelegate

Added ThreadDiagnosticDelegate to enable generation of optional
events from ThreadNetworkDiagnostics cluster.

Additionally implemented generation of ConnectionStatus
and NetworkFaultChanged events when Thread link state
is changed.
