* Load manual tests directly from a json file

* Rename blacklist to manual list/test

* Code review updates

* Restyle

* Enable more tests after merge with master

* Exclude simulated files completely from chiptests runs

* re-enable flaky tests - they seem to always pass for me, I believe one of them was actually bug fixed
