TC-DESC-2.2: Tags test (#28880)

* TC-SM-1.2: Implement parts list topology test

* Address review comments

* check

* List ordering doesn't matter.

* Add sub-list test and comment

* Update src/python_testing/TC_DeviceBasicComposition.py
