* Add CC13x4 base Platform Support

* Update to generic TI submodule name

* Add new ot-ti submodule

* Update workflow

* Update legacy applications with new platform directory structure

* Update test data

* Revert SDK version for initial Platform support

* resolve UART naming issue

* Temporarily disable TI CI for initial Platform Support. To be re-enabled once 13x4 Applications/Docker image is up-to-date
