• Wiki links are case-sensitive for some locales osu-web#5512
• update redirects
• update references
• make sure an admin is around when merging to re-index everything

this PR doesn't include Contests/ or Tournaments/ because they're all initialisms anyway. the changes were made via program

This is potentially going to mess up the lookups and cause duplicates on web, so we'll need a heads up when this goes in so we can refresh the whole index.
